B. Procedure
1. Identify Tracked Juvenile Offenders (TJO) according to the established criteria.
2. To qualify as a Tracked Juvenile Offender (TJO), the juvenile offender shall have accumulated 14 points.
3. Juvenile Team detectives and/or municipal court judges have the discretion to refer a juvenile who has been identified as having special needs beyond the scope provided by City of Lakewood Municipal Court as a “No More Summons”. In those cases, the juvenile need not meet the point criteria for TJO. Detectives may cancel the municipal summons and file the case into District Court in concurrence with the District Attorney’s Office.
4. Points shall be assessed as follows:
9 POINTS Felony crime against person arrest.
5 POINTS Felony crime against property arrest, felony drug crime.
3 POINTS Misdemeanor or petty offenses, state or municipal charges, and any probation violation or outstanding warrant arrest (district or municipal).
1 POINT Any police contact such as runaways, FI, gang ties, non-cooperative witness, traffic (except DUI), mental health holds (when child is BCOP), and trespass notices.
1 POINT When juvenile is listed as a suspect or a subject.
3 POINTS Added to any of the above if juvenile was in possession of a firearm at the time of the offense.
0 POINTS If juvenile is under the age of ten, points will not be assessed under any circumstances.
5. Compile and maintain active TJO lists and circulate those to authorized agencies.
6. Compile comprehensive profiles on each TJO and keep them updated.
7. When an arrest of a TJO occurs, the involved department personnel will conduct a thorough investigation and complete all reports in a timely manner.
8. A TJO will be screened by the Juvenile Assessment Center (JAC) to determine qualification for lodging in the Mount View Detention Center when arrested on a criminal charge.
9. The detective assigned the case for the return filing shall notify the supervising probation or parole officer, case worker, and the juvenile division of the District Attorney’s Office of the arrest as soon as is practicable.
10. Copies of all reports available concerning the present offense and a profile packet will be presented prior to/at the detention hearing.
11. Follow TJO cases through the juvenile justice system and provide support for any agency that needs follow-up information or assistance.
12. Make sure that the probation investigation unit has been provided with a copy of the profile and assist them in further background checks, if necessary.
13. Maintain communication with supervising probation or parole agents and keep them apprised of any developments that would assist in their supervision efforts.
14. Advise school administrators of any TJO attending their schools and of any potential danger to other students or staff.
15. Support prosecution efforts by aiding in the location of and procuring of witnesses for hearings and trials. Timely completion of necessary follow-up investigation and securing officer participation in general prosecution effort.
16. Do not issue any summons to TJOs on criminal matters. The assigned juvenile detective will file the case with the District Attorney’s Office. The only summonses that will be written are for traffic offenses and the petty offenses of Possession of Paraphernalia, Possession of less than 2 ounces of Marijuana, and Possession of Alcohol. All of these will be written into County Court.
17. Creating and maintaining TJO lists and files is the responsibility of the Juvenile Team in the Investigation Division. These duties are listed in the job description of the investigative technician assigned to the JCU.
18. Make appropriate entries in CCIC for TJOs when initially identified.
