Policy Number: PP-4532 OFFICER BWC USE AND CARE RESPONSIBILITIES BWC EQUIPMENT TECHNICIAN |
Officers are responsible for the care and maintenance of the BWC assigned to them. The BWC is to be operated and maintained according to the manufacturer's instructions, recommendations, and training.
1. The BWC is affixed upon the officer's uniform or outer garment in accordance with departmental training.
2. Officers may review BWC recordings when preparing official written documentation EXCEPT if the officer is involved in a critical incident and is required to provide a recorded interview. If the officer is involved in a critical incident, the officer will not be authorized to view their BWC recording without the approval of the 1st Judicial District Critical Incident Response Team (CIRT) supervisor, Jefferson County Accident Reconstruction Team (JCART) supervisor, or their designee.
3. Prior to deploying on their shift, each BWC user shall conduct a pre-shift inspection/function test of the assigned BWC according to the manufacturer's specifications/department training ensuring the following:
• The BWC is fully charged and not damaged.• The BWC is functioning according to the manufacturer's specifications.• Sufficient recording media is available on the BWC.• The BWC is paired with the department-issued cell phone to perform pre-shift function checks and tag/categorize videos.
4. BWC EQUIPMENT TECHNICIAN:
The BWC Equipment Technician will be responsible for:
• Providing support and ensuring that the BWC equipment meets the standards and requirements of the Lakewood Police Department, Colorado State Laws, and minimum standards set forth by Colorado POST.• Tracking, assigning and issuing BWC's to department personnel.• Providing technical support for malfunctioning BWC equipment and facilitating all warranty repairs with the vendor.
1. Officers will not use the BWC system until they have successfully completed the required training.
2. Officers shall check the functionality of the BWC at the beginning of each shift. If an officer has BWC equipment that is not functioning or appears to be damaged/broken, they will immediately notify a supervisor or BWC equipment technician to obtain a replacement and document it.
3. Each member who is assigned to wear and use a BWC shall:
• Be responsible for the use and physical condition of the BWC assigned to them.• As soon as possible, report any lost, damaged, malfunctioning, inoperable BWC to a supervisor:• If required by the supervisor, document the circumstances which led to the loss or inoperability/malfunction of the BWC.
4. The officer shall report any inoperable or malfunctioning BWC to a supervisor as soon as possible. If an officer is aware that the BWC is inoperable or malfunctioning, failure to report this shall result in appropriate discipline.
5. Under no circumstance shall an inoperable/malfunctioning BWC knowingly be deployed and used without correcting the problem.
6. BWC's will be worn while working on duty, extra duty, or overtime.
7. BWC users shall wear the agency's BWC as recommended by the manufacturer and demonstrated during department BWC training.
8. Negligent BWC loss, damage, or misuse that causes inoperability or malfunction may be subject to discipline.
