Supervision and Command

A. Policy

Supervision gives coherence to the police task and directs the energies of the department into an organized effort.  Proper supervision is essential to maintain a professional level of competence in law enforcement operations.

 B. Procedure

 1. A field sergeant is the first level of full-time supervision, and it is their primary responsibility to guide, train, direct and motivate those over whom they have control.  A field sergeant is not normally expected to engage in law enforcement operations except in a command or supervisory capacity.
 

 Sergeants are authorized to:

 a. Assist the Commander.
 
 
 b. Act as the Commander in their absence.
 
 
 c. Assume command of any incident or crime scene (in the absence of a senior supervisor).
 
 
 d. Take appropriate law enforcement action as a sworn peace officer.
 
 
 e. Assign priorities to services in time of emergency.
 
 
 f. Notify or direct the notification of on call investigators and criminalistics technicians of all major crimes.

 g. Notify the Chief of Police, via the chain of command, of any incident arising where there may be a question as to significant liability of the City or the Police Department.
  
 
 1) Incidents involving the death or serious injury of a police employee will be reported immediately;
 2) Major disasters or other major situations of a sensitive nature will be reported immediately; and,
 3) Any event for which there may be a heightened community interest, may be reported as soon as practical and at the discretion of the supervisor.
   
 
 h.      Notify the Commander of all major crimes and special incidents during the shift to include:
 
 
 1) Officer involved traffic collision resulting in serious bodily injury or death to any person;
 
 
 2) Any accident involving city property which results in serious bodily injury or death;
 
 
 3) Serious bodily injury to an agent;
 
 
 4) Any use of force by or against a member of the department that results in serious bodily injury or death to any person;
 
 
 5) Officer involved shootings regardless of whether a suspect was struck or not;
 
 
 6) SWAT call outs (SWAT Commander would have already been notified);
 
 
 7) Hazmat situations which will have significant impact on deployment and resources;
 
 8) Weather related emergencies which will have significant implact on deployment and resources;
   
 
 9) Pursuits that result in injury or death to any person;
 
 
 10) Homicides or other suspicious or unexplained deaths;
 
 
 11) In-custody deaths;
 
 
 12) Situations that may result in a news story and/or embarrassment to the city or department;
 
 
 13) Any employee who, in an off-duty capacity, is arrested or charged for a criminal offense or class I or class II misdemeanor traffic violation or any comparable out-of-state violation;
 
 
 14) When an officer from another jurisdiction is arrested for criminal charges by LPD;
 
 15) Fires or explosions resulting in injuries or extensive property damage;
 
 16) Missing child and foul play is suspected;
 
 17) Civil disorders or demonstrations;
 
 18) Any request by another police agency needing assistance from LPD in handling a civil disorder or riot situation; or,
 
 19) Any other incident that the Sergeant feels it necessary to notify or consult with a Commander.
           
 
 2. Sergeants are responsible to:
 
 
 a. Be thoroughly familiar with departmental and City organization, rules, regulations, policies, and procedures.
 
 b. Issue orders to subordinates.
 
 c. Require compliance with departmental and City rules and regulations by subordinates.
 
 d. Commend and discipline subordinates.
 
 e. Evaluate subordinates' performance.
 
 f. Perform all supervisory functions assigned them by departmental or City rules, regulations, policies, procedures, and senior supervisor.
 
 g. Receive and transmit departmental and City communications to and from their subordinates as appropriate.
 
 h. Supervise employees assigned.
               
 
 i. Review and approve all reports to ensure accuracy and completeness.
 
 j. Inspect and train subordinates.
 
 k. Perform assigned duties in a manner consistent with professional ethics and within statutory limitations and guidelines.
