COMMUNITY ACTION TEAM (CAT)


A.         Policy

The Community Action Team (CAT) is established to implement innovative community crime prevention, community resource referral and enforcement action. The establishment of the Community Action Team (CAT) does not relieve other department personnel from the responsibility of developing and implementing community-police partnerships and facilitation of problem-solving strategies as circumstances dictate.

B.         Procedure

1.        The Community Action Team (CAT) consists of selected police agents and civilian personnel working under the direct supervision of the CAT Sergeants and Patrol Division Special Teams Commander.  Duties, which are subject to review and change, include:

a.        Developing proactive crime prevention strategies based on crime data, type, geographic area and community concerns. 

b.         Homeless related outreach and enforcement efforts.

c.          Mental health clinician co-responding and case management.

d.         Law Enforcement Assisted Diversion (LEAD) case management.

e.         Crime Prevention Through Environmental Design (CPTED) assessments and consulting.

f.          Crime Free Multi-Housing Program.

g.         Participation in department/community/neighborhood group meetings and presentations such as National Night Out and Neighborhood Watch.

h.         General quality of life service requests and ongoing civil disputes.

i.          Lodging licensing monitoring and enforcement.

j.          Extreme Risk Protection Order (ERPO) investigations.

2.        The Community Action Team (CAT) members will maintain a liaison with various department, city community work groups and partner organizations to constantly evaluate the value of programs currently offered.

3.        The Community Action Team (CAT) sergeants will conduct a documented evaluation of team programs every year for presentation to the Chief of Police and Command Staff.
