B.         Procedure

1.         The chain of custody must be maintained for the original digital video or image files. For digital media, the chain of custody should document the identity of the personnel who had custody and control of the media image file from the point of capture to upload into Evidence.com. This information shall be reflected in the narrative report.  

2.         Original digital photographs, obtained by department personnel, will be identified with standard information regarding their creation including; photographer, case or incident number, date, and location.

3.         Digital images will be archived to the Department’s digital imaging repository (Evidence.com) under the incident number. No child pornography images will be uploaded to the repository. They are to be preserved on CD and booked into Property & Evidence Unit. The evidence item shall be marked “Contains Child Pornography Do Not Duplicate”.

4.         Image files will be uploaded to Evidence.com prior to any other image handling.  After preservation, working copies can be made, for image processing, enhancement, analysis, and reproduction, from the archived file.

5.         A history of techniques applied in image or video processing, enhancement, and analysis will be recorded and stored to be available for reproduction of the techniques, peer review, and validation.

6.         Digital storage media obtained from other law enforcement agencies or those working in conjunction with law enforcement agencies will be uploaded to Evidence.com.
