A. Policy

The Logistics Section will provide or arrange for all incident support needs including:

 Facilities
 Transportation
 Communications
 Supplies
 Equipment maintenance and fueling
 Food services for responders
 Medical services for responders
 Specialized Team and Equipment Needs
 Personnel resources




  

 B. Procedure

1. The Logistics Section Chief is responsible for providing facilities, services, people, and material for the incident.  The Logistics Section Chief participates in the Incident Action Plan’s (IAP) development and supervises the Logistics Section’s branches or units. The Logistics Section Chief will determine the need to activate or deactivate units responsible for the following support or service needs. Six units may be activated to support the Logistics Section. When a specific unit is not activated, the responsibility for that unit’s duties remains with the Section Chief.

a. Supply Unit – Responsible for ordering, receiving, processing, and storing incident related inventory and distributing resources including specialized team and equipment needs.  The Supply Unit staff are responsible for all off-incident ordering, including obtaining the following: 

? Tactical and support resources (including personnel); and 
? Expendable and non-expendable supplies.

The Supply Unit staff provides support to receive, process, store, and distribute all supply orders.  They handle tool operations, which includes storing, distributing, and servicing tools and portable, non-expendable equipment.  Additionally, the Supply Unit staff assists in projecting resource needs.

b.  Facilities Unit – Responsible for set-up, maintenance, security and demobilization of incident support facilities except staging areas. These areas include the Command Post and other areas used for bases, feeding, sleeping, and sanitation facilities. 

c.  Ground Support Unit – Responsible for maintenance, service, and fueling of mobile equipment and vehicles. Responsible for transportation of personnel, supplies, equipment and food. Responsible for the Incident Traffic Plan.  Responsible for transportation needs of evacuations and mass arrests.

d.  Communications Unit – Responsible for developing plans for the use of incident communications equipment and facilities including the assignment of a common radio frequency for personnel and assisting agencies; responsible for assigning radio frequencies; establishing voice and data networks for command, tactical, support, and air units; setting up on-scene telephone and public-address equipment; and providing any necessary off-incident communication links.  Responsible for installing and testing communications equipment; supervision of an incident communications center, and the distribution and maintenance of communications equipment. Ensures that all personnel adhere to proper radio procedures.  All communications will use clear language with no agency codes.

e.  Food Unit – Responsible for supplying food needs for the entire incident including any remote locations and tactical personnel unable to leave field assignments.  Ensures that all incident personnel are adequately fed and hydrated and that all health and safety measures are followed.

f.  Medical Unit – Responsible for the medical needs of incident assigned personnel, development of Incident Medical Plan, and assistance to Finance Section in processing injury-related claims. Responsible for rehabilitation of incident personnel and responds to requests for medical aid and transportation.

2. The Logistics Section Chief will be responsible to:

a.  Manage all incident logistics including the planning and management of the Logistics Section.
b.  Provide logistical input to the Incident Commander in preparing the Incident Action Plan (IAP).
c.  Assemble and brief Unit Leaders as needed
d.  Identify anticipated and known incident service and support requirements.
e.  Coordinate all transportation requirements to support the incident.
f.   Request additional resources as needed.
g.  Identify and obtain the equipment required by all specialized teams used in the incident.
h.  Develop, as required, the Communications, Traffic, and Medical Plans.
i.  Oversee the demobilization of the Logistics Section.
