Purpose: The purpose of this order is to provide Denver Sheriff Department ("DSD" or "Department") policy and guidelines for the training of all personnel, including but not limited to: uniformed staff, support staff, contractors, volunteers, and any associated staff development programs.

Policy:
-
It is the policy of the Department to ensure that a training program is initiated and maintained and that the program includes thorough pre-service, in-service, and field training programs that allow staff to perform their jobs competently.
-
It is the policy of the DSD that all new employee orientation is conducted for both civilian and sworn employees.
-
The DSD has developed an employee manual available to each employee that is reviewed and explained during employee orientation. The employee manual is reviewed annually, revised as needed, and notice of any changes is provided to all staff. <ACA 4 ALDF: 7E-01>

Staff development and training programs are planned, coordinated and overseen by the DSD Training Academy, and are facilitated by qualified personnel.

Cancellation: This order supersedes and cancels previous versions of Department Order 1.00.2006.

Objectives:
-
The training program provides for ongoing formal evaluation of all pre-service, in-service, and specialized training programs.
-
A written report is prepared annually. <ACA 4 ALDF: 7B-06>

Outside resource material such as equipment, course development, and evaluation techniques shall be used when appropriate.

The training program objectives are as follows, but not limited to: provide new staff with initial orientation and training to:
-
develop and enhance staff skills and knowledge of the care, custody, classification, and supervision of inmates; develop and enhance personnel ability to recognize, understand, and address problems that occur in the detention, escort, transportation, and management of inmates;
-
develop and enhance the service and execution efficiency of the civil and criminal process;
-
develop, enhance, and encourage personal and professional development for all staff, as well as to broaden career advancement and improve job satisfaction;
-
develop and enhance specialized training to deal with jail operations, inmate management techniques, and the daily duties and responsibilities of the job;
-
develop and enhance a reference library of information on training and education opportunities for Department personnel; and
-
provide annual in-service training to staff.

Training Organization: <ACA 4 ALDF: 7B-06>

The training program shall be coordinated by the training unit commander and facilitated by qualified personnel.
-
The training plan is developed, evaluated, and updated based on an annual assessment identifying current job-related training needs. <CALEA: 33.4.2(a)>

The Training Unit commander has specialized training for position.
-
All full-time training staff are required to complete a minimum of forty (40) hours of training in a ‘train-the-trainer’ type course.
-
Training Advisory Committee:
-
A Training Advisory Committee ("Committee") shall be established within the Department.
-
The Committee shall consist of the Training Unit commander, who shall serve as the chairperson, and at least one (1) representative from each division.
-
Training Advisory Committee Meetings:
-
The Committee shall meet annually at a minimum. A written report of the meeting(s) shall be sent to the Sheriff. The Committee's duties are:
-
To evaluate the training needs of the Department and its employees. Evaluations shall include employee and supervisory input regarding job duties and operations.
-
To work with the training staff to develop, evaluate, and update the annual training program curriculum.
-
To evaluate and make recommendations on training policy and procedures, facility, space, and equipment needs.
-
Minimum Training Requirements:

All new employees shall be provided with an orientation before assuming their duties. The orientation shall include, at a minimum, training on:
-
Working conditions
-

Employee rights
-
Department rules and regulations
-
Emergency plan
-
Facility goals and objectives
-
Mental illness awareness
-
Staff Training:
-
Staff training shall include a basic overview of the Department's operation, general safety, security rules, and emergency procedures. Additional training shall be provided pursuant to Career Service Rules, when required and appropriate to an employee’s assignment, and per the ACA standards. <ACA 4 ALDF: 7B-05; 7B-10>

Civilians (Non-Security Specialists):
-
Support staff, such as clerical positions, who have minimal inmate contact shall receive at least sixteen (16) hours of training in addition to orientation training during their first year of employment. After that, an additional sixteen (16) hours of training shall be provided annually. Refer to Appendix E. <ACA 4 ALDF: 7B-07>

Support staff, including contractors, who have regular or daily inmate contact shall receive forty (40) hours of training in addition to orientation training during their first year of employment and forty (40) hours of training each following year. <ACA 4 ALDF: 7B-08>

A minimum of forty (40) hours of training must be completed before being independently assigned to a particular job or post. Refer to Appendix D. <ACA 4 ALDF: 7B-08>

Part-time or contract personnel shall receive an orientation and additional specific training as appropriate based on their assignment and inmate contact. Additional training will be given as needed. <ACA 4 ALDF: 7B-13>

All support staff and contractors shall be trained in the use of equipment and safety procedures as applicable to their job assignments.
-
If an employee is hired from outside the Department, the civilian personnel shall receive an orientation and additional training as appropriate based on their assignment and inmate contact.
-
Any support staff, such as but not limited to students, interns, or residents, shall receive formal training and work as appropriate to their level of training under a staff supervisor.
-
Security Specialists:
-
Security specialists shall receive orientation training during their first year of employment and forty (40) hours of training each following year. <ACA 4 ALDF: 7B-08>

A minimum of forty (40) hours of training must be completed with the security specialist supervisor before being independently assigned to any post. Refer to Appendix E.
-
Additional training may be assigned to security specialists at the discretion of the security specialist supervisor.
-
Security specialists shall be trained in the use of equipment and safety procedures as applicable to their job assignments.
-
Security specialists shall receive forty (40) hours of training each following year. <ACA 4 ALDF: 7B-08>

Supervisor Training:
-
Facility management and supervisory staff shall receive at least forty (40) hours of management and supervision training in addition to required training under the Career Service Rules, orientation training during their first year, and twenty-four (24) hours of training each following year. <ACA 4 ALDF: 7B-11>

Supervisory training covers, at a minimum, the following areas:
-
General management/supervisory issues
-
Legal review & current legal issues including labor law, constitutional law, civil liability, and other concerns
-
Current issues in employee-management relations
-
Leadership development
-
Current issues or concerns in the criminal justice system
-
Relationships with other service agencies
-
Problem-solving, decision-making, and communications
-
Performance Enhancement Program (newly promoted first-line supervisors). <CALEA: 35.1.1>

Supervisory personnel, if promoted or hired from outside the Department, shall receive an initial orientation and additional specific training as appropriate based on their assignment and inmate contact.

Deputy Training:
-
New deputies shall receive a minimum of five hundred and twenty (520) hours of pre-service training. The training curriculum shall include, at a minimum, those subjects listed in Appendix A. <ACA 4 ALDF: 7B-10>

All deputies shall be trained in the use of equipment and safety procedures as applicable to their job assignments. <CALEA: 33.4.2(a)>

All deputies shall receive appropriate training and be issued copies of the Department orders regarding the use of force, self-defense, and lethal and less lethal weapons before being authorized to carry a weapon. Upon completion of pre-service training, new deputies shall work with field training officers (FTO) and must satisfactorily complete the FTO program before being independently assigned to any post. <CALEA:33.4.3>

FTOs shall be trained in leadership development as part of their basic training. <CALEA: 33.4.3>

All deputies shall receive an additional forty (40) hours of in-service training annually to include legal updates after their first year of employment. Refer to Appendix C. <CALEA: 33.5.1> <ACA 4 ALDF: 7B-10-1>

All deputies shall annually review and acknowledge digitally that they have read and understand post orders applicable to their assignment. <ACA 4 ALDF: 2A-04>

Deputies assigned to a specialized unit shall receive specific training as appropriate to their assignment. Refer to Department Order 1.00.2024 - Special Units and Specialty Pay.

Emergency Response Unit (ERU) deputies shall have three years of
experience as a deputy or relevant equivalency from another agency and shall receive a minimum forty (40) hours of specialized training before active participation in the ERU. The specialized training may be part of the deputy's first-year training program. <ACA 4 ALDF: 7B-12>

At least forty (40) hours of specialized training shall be given annually, sixteen (16) hours of which are specifically related to the ERU assignment. <CALEA: 33.6.2> Refer to Department Order 1.00.2024 - Special Units and Specialty Pay.

Special Training:

Special training shall be conducted as required by the Department and shall include new statutes, standards, orders, or special circumstances.

Special training shall include but not be limited to:

Crisis intervention training (CIT): Effective January 1, 2018, all new uniformed personnel must complete CIT prior to end of probation.

Post-traumatic reactions associated with deputy-involved shooting and fatal use of force: Refer to Department Order 1.00.2012 - Officer-Involved Shooting and Fatal Use of Force.

Remedial Training: <CALEA: 33.1.5>
-
Supplemental or remedial training may be scheduled for personnel who:
-
fail to successfully complete training during the initial training course;
-
consistently demonstrate lack of skills, knowledge, or abilities in job performance based on evaluation reports or first-hand observation by supervisors or FTOs; and <CALEA: 4.3.3>
-
have received disciplinary action that may be corrected through supplemental training.
-
The timetable for remedial training to be scheduled and provided, as well as the criteria for its successful completion are dependent upon the nature of training and skills as they apply to the individual’s assignment. <CALEA: 33.1.5(a)>
-
Remedial training shall be scheduled by the training coordinator in conjunction with course instructors.
-
Personnel willfully refusing to participate in assigned remedial training are subject to disciplinary action as outlined in the Department Order 1.00.5044 - Discipline Handbook.
-
Incomplete/Overdue Training:
-
When an employee fails to complete required trainings by their assigned due date, (i.e. in-service, Workday and Police One training, remedial training recommended by PID/CRU, etc...) training academy staff will notify via e-mail, the first major or civilian director in the employee's chain of command.
-
Majors and directors will contact the employee and document reasons why scheduled training remains incomplete.
-
Failure to complete required training may be handled through the disciplinary process.
-
Staff with prior excusals will be given a new training deadline from their major/director.
-
Outside Resources and Continuing Education:
-
General:
-
The training staff shall collaborate with available resources such as, but not limited to, local colleges, universities, training agencies, or groups such as the National Institute of Corrections, National Academy of Corrections, American Correctional Association, the Colorado Criminal Justice Association, the American Jail Association, Commission on Accreditation for Law Enforcement Agencies, and other law enforcement agencies for training development and education.

To maintain accurate records, employees who attend training that is not facilitated by the DSD Training Academy should forward information, including training location, course name, description, sign-in sheets, and certificates of completion, to the DSD Training Academy. Along with the training certificate, the Training Academy shall enter the following into the appropriate database: <CALEA: 33.1.6>

name and serial number of individual obtaining certification/re-certification;
-
name of program/certification;
-
name, location, and contact information of granting agency;
-
date certified or re-certified; and
-
number of course hours for certification/re-certification, when applicable.
-
Employees are encouraged to continue their education and professional development through incentives such as salary enhancement, reimbursement of costs, and administrative leave. <ACA 4 ALDF: 7B-17>

Certification:
-
Employees are restricted to test for certification in categories that are appropriate for their job classification level or specialized assignment.
-
-
Library of Resource Materials:
-
The majority of reference materials shall be maintained in the training area.
-
Supervisor offices also maintain general reference materials.
-
Library and reference services are available to complement the training and staff development program.
-
Annual Training Plan:
-
An annual training plan shall be developed with the assistance of the Training Advisory Committee.
-
The training plan shall be based upon an annual assessment of the current training programs, employee’s job-related training needs, and the required topics listed in Appendices C and E.
-
The annual training plan shall be a general overview of all training programs planned for that year with a projection for their completion.

DSD Training Class Records:
-
The Training Unit commander or designee shall be responsible for maintaining a record of each training classes provided to staff, including the following, but not limited to:
-
Lesson plan
-
Attendance records
-
Test scores, if applicable
-
Course evaluations, if applicable
- Certification Records:
- Upon completion of any certification or re-certification program, the participating individual will provide a copy of their official certificate from the certifying/re-certifying agency to the Training Academy for input into the training database. The certificate shall include the following information at a minimum:
- name and serial number of individual obtaining certification/re-certification;
- name of program/certification;
- name, location, and contact information of granting agency;
- date certified or re-certified; and
- number of course hours for certification/re-certification, when applicable.
- The Training Academy shall be responsible for entering the certification/re-certification information in the appropriate database in accordance with established procedures.

Annual Training Report:
-
The Training Unit commander shall submit an annual report to the Sheriff. This report reviews the training plan and includes each program's curriculum with the numbers trained, class comments, information on training needs, plans, and accomplishments. <ACA 4 ALDF: 7B-06>

Accountability:
-
The Sheriff shall work with the City and County of Denver ("CCD" or the "City") budget and administrators to ensure the space, equipment, staff, and budget necessary to meet the training needs of the Department.

The Training Unit commander shall ensure the development of the training plan, training curriculum, scheduling meetings of the Training Advisory Committee, and submitting the annual report.
-
The division chiefs or designee shall schedule staff for in-service and other training programs as requested.
-
The Sheriff, along with division chiefs, shall review the training plan annually at minimum.
-
Responsibility:
-
Training: The Training Academy shall ensure that the curriculum of all currently existing classes and any newly developed classes are compliant with this order.
-
Management: The division chief/unit commander or unit manager of any division or unit affected by this policy shall:
-
ensure that existing procedures and all newly developed orders are in compliance with this order;
-
ensure that all affected personnel are made aware of this policy; and
-
ensure this policy is reviewed annually for compliance with all federal, state and local laws and standards.

Supervisors: All supervisors shall ensure that the provisions of this policy are being followed.
-
Staff: All deputies and employees shall comply with the provisions of this policy.
-
Effective Date: This order becomes effective on September 8th, 2023.
-
Approval: This document has been reviewed, approved, and electronically signed by the Sheriff of the City and County of Denver prior to its publication.
