General Order 1-1.2 Written Directive System
  1. Types of Written Directives
  2. Departmental General Orders (policies) are directives issued by the Chief of Police to announce the adoption or revision of policy on department level issues.

    Procedural Manuals (procedures) may be issued by the Chief of Police or commanders to provide detailed operational instructions in specific subject matter areas.

    Personnel Orders may be issued by the Chief of Police or commanders to complete personnel actions such as appointments, assignments, transfers, promotions, or disciplinary actions.

    Memorandum may be originated by any department member. They are normally used only to transmit information. Occasionally they are used to transmit an order and, as such, are official in nature.

    Email and UNCG Police Forum (Pass-On) may be used by any member and is used to transmit information on a daily basis.

  3. Policy Statement Criteria
  4. Any statement of policy must meet the following criteria:

    1. It must affect only those personnel subordinate to the issuing authority, and
    2. It must not conflict with established policy or procedure of higher authority.
  5. Issuance and Maintenance of Written Directives
  6. Departmental written directives are source documents, outlining the rules, regulations, policies, and procedures of the department which will be stored in an online computerized documentation system (written directive system). Each employee will be provided a link, username, and password to the written directive system. Employees will electronically sign an acknowledgement of the policies and procedures they have read and, in some cases complete a test for specific directives. Employees are responsible for the reference and review of all department written directives that pertain to them and their employment.

  7. New, Revised, and Archived Departmental Policies and Procedures
  8. The Chief of Police is responsible for the issuance of new or revised policies and procedures. Such material will be disseminated through the department's written directive system.

    Proposed departmental policies, procedures, rules and regulations, and the revisions of existing ones will be forwarded, through channels, to the Chief of Police. The Chief will evaluate the proposal in consultation with the commanding officers and determine the appropriate course of action. If it is determined that a new directive is needed, or an existing one needs substantial revising, the Chief of Police or his designee will prepare a draft of the proposed document. The draft will be distributed to commanders and executive officers for review and comment. A return date will be set for the draft to allow adequate time for feedback and review. Commanders may elect to involve other personnel who will be directly affected by the proposal in the review process.

    When all drafts are returned, if necessary, the Chief or his designee will prepare amended drafts that include suggestions submitted during the review process. The amended drafts will be distributed for final comments. The Chief of Police will then approve and sign the final draft.

    Correction of minor errors in a directive or other minor technical changes which do not affect operations or require distribution for comment, may be made and approved by the Chief of Police or his designee.

    After approval, the Chief of Police or his designee will make all personnel aware of the change and document the review in the written directive system, which will then document the employees who have reviewed the new or revised materials.

    Revised policies will be archived for later reference.
