- Organizational Definitions
- Department – The University of North Carolina at Greensboro (UNCG) Police Department.
- Area of Responsibility – The first subordinate organizational unit within the department.
- Employee – Any employee of the department, whether sworn or non-sworn, full-time or part-time.
- Section/Unit/Squad/Team – A sub-group of employees performing a specific activity.
- Zone/Beat/Response Area – A geographical area to which one or more officers are assigned for patrol.
- Shift – A designated span of time during which personnel are actually engaged in the performance of their duties.
- Command Staff – All personnel with the rank of lieutenant or above, including sworn and non-sworn staff.
- Rank Order of Sworn Employees
The order of rank for sworn employees of the UNCG Police Department is as follows:
- Colonel (Chief)
- Major (Assistant Chief)
- Commander (Lieutenant, Captain)
- Supervisor (Sergeant I, II, III)
- Police Officer (I, II, Master Police Officer)
- Chief of Police
Appointment
The Chief of Police shall be appointed by and report directly to the Vice Chancellor for Business Affairs.
Authority
Subject to laws and rules of the State of North Carolina and the University, and directions of the Vice Chancellor for Business Affairs, the Chief of Police shall be responsible for the overall administration of the department and shall directly supervise the Assistant Chief of Police.
Rank
The Chief of Police shall hold the rank of Colonel, which is denoted by the eagle uniform insignia. For the purposes of pay and correspondence within The University of North Carolina System, the Chief of Police will also hold the title of Assistant Vice Chancellor for Public Safety and Police for UNCG.
General Duties and Responsibilities
The Chief of Police shall, within his authority, perform the following:
- Train, direct, coordinate, control, and staff the administrative, operational, and staff activities of the department.
- Make all promotions within the department.
- Oversee all budgetary aspects of the department.
- Act as the official representative of the department when required by protocol.
- Coordinate the activities of the department to ensure a high degree of cooperation with other university departments and outside agencies.
- Assistant Chief of Police
Appointment
The Assistant Chief of Police shall be appointed by the Chief of Police and report directly to the Chief of Police.
Authority
Subject to law, rules of the department, and directions of the Chief of Police, the Assistant Chief of Police shall be responsible for the overall coordination of various areas of responsibility within the department and shall directly supervise the commanders.
Rank
The Assistant Chief of Police shall hold the rank of Major, which is denoted by the gold oak leaf cluster uniform insignia.
General Duties and Responsibilities
The Assistant Chief of Police shall, within his authority, perform the following:
- Coordinate the daily operational and managerial activities of all the department to ensure that the various functions are working in concert to achieve the department's overall mission and objectives.
- Act as the Chief of Police in the Chief's absence.
- Organize the policy development efforts of the command staff.
- Coordinate Major Disaster and Emergency Response by the University.
- Commander
Appointment
A commander shall be appointed by the Chief of Police and report directly to the Assistant Chief of Police.
Authority
Subject to law, rules of the department, and directions of the Chief and Assistant Chief of Police, a commander shall have immediate authority over all organizational components of the area of responsibility which he commands and the employees therein, and over certain matters of administration, policies, operations, and discipline. His authority extends to personnel regularly outside of his area of responsibility when the delay necessary to inform the appropriate authority might result in damage to the department's reputation or might bring about consequences contrary to the department's best interests.
Rank
A commander shall hold the rank of Lieutenant, which is denoted by a single bar uniform insignia, or Captain, which is denoted by the twin bar uniform insignia.
General Duties and Responsibilities
Commanders shall perform the following:
- Maintain responsibility for the direction and control of personnel within his area of responsibility to ensure the proper performance of duties and adherence to established rules, regulations, policies and procedures. He shall provide for the continuation of command and/or supervision during his absence.
- Coordinate the operations of all sections and the actions of all personnel under his command, in all necessary matters, and ensure that a high degree of lateral cooperation and exchange of information is present and maintained.
- Confer regularly with the Assistant Chief of Police and other commanders on operational activities, problems, and needs of the department. This includes the responsibility of budgeting and administrative planning functions for their assigned area of responsibility.
- Supervisor
Appointment
A supervisor shall be appointed by the Chief of Police and shall report to his immediate commander.
Authority
Subject to law, rules of the department, and directions of his supervisor, a supervisor shall have immediate authority over employees assigned to his area of supervision and over certain matters of operations and discipline within that area. For police sergeants, the authority extends to personnel regularly outside their area of supervision when the delay necessary to inform the appropriate authority might result in damage to the department's reputation or might bring about consequences contrary to the department's best interest.
Rank
A supervisor shall hold the rank of Sergeant, which is denoted by the three stripe chevron uniform insignia.
General Duties and Responsibilities
A supervisor shall, within his authority, perform the following:
- Hold responsibility for the direction and control of personnel under his supervision to ensure the proper performance of duties and adherence of rules, regulations, policies, and procedures.
- Ensure that the operations and actions of all personnel under his supervision complement one another in all matters and that a high degree of lateral cooperation and exchange of information are present and maintained.
- Confer regularly with his supervisor on operational activities, problems, and needs of his area of supervision, and shall keep his supervisor informed of any situations which affect the welfare of the department.
- Regularly conduct open inspections of all personnel, components, and equipment under his supervision and shall direct the correction of any situations of inadequacy found in such inspections.
- Hold responsibility for the proper organization and assignment of duties within his area of supervision to ensure the necessary performance of police functions.
- Hold responsibility for the preparation of the required correspondence and reports relating to the activities of his area of supervision.
- Counsel officers under his supervision in the performance of their duties and shall take suitable action in the case of any laxity, misconduct, incompetence, inefficiency, or neglect of duty.
- Police Officer (I, II, Master Police Officer)
Appointment
A police officer shall be appointed by the Chief of Police and report directly to the supervisor.
Authority
Subject to the law, rules of the department, and directions of his superiors, a police officer shall direct a specific police situation.
Rank
A police officer shall be the rank assigned to the classification. Police officer II and master police officer shall be denoted by the assigned uniform insignia.
General Duties and Responsibilities
A police officer shall, within his authority, perform the following:
- Holds himself in readiness to accept calls for service and to obey orders from his supervisor. He shall give immediate attention to calls for assistance, complaints, or other emergencies. He shall render such assistance as may be required in an efficient manner, returning to regular duties as soon as feasible. He shall make an accurate and prompt report to the supervisor, written or oral, as required, upon completion of services rendered.
- Constantly be vigilant and on the alert for violations of the laws, ordinances, and university regulations, and shall make every effort to prevent breaches of the peace and offenses against persons or property. He shall be responsible for attending to crime, accidents, disorders, and other criminal conditions within his area of patrol or supervision.
- He shall strive towards courtesy, fairness, and equal of the public and be alert for emergencies and impediments affecting the public welfare. He shall promptly attend to the public's distress and complaints brought to his attention.
- A police officer shall assume the duties of the supervisor whenever requested or designated.
- Security Officers and Student Rangers
Appointment
A security officer shall be appointed by the Chief of Police and shall report to his supervisor.
Authority
Subject to the law, rules of the department, and directions of his superiors, a security officer shall direct the security of all facilities and assist with specific calls for service.
General Duties and Responsibilities
To secure and unsecure campus buildings, provide safety walks on campus and respond to fire and medical calls.
- Telecommunicator
Appointment
A telecommunicator shall be appointed by the Chief of Police and shall report to his supervisor.
Authority
Subject to the law, rules of the department, and directions of his superiors, a telecommunicator shall direct the information gathering and documentation of all calls for police services.
General Duties and Responsibilities
Responsible for interacting with the public when they come into the UNCG Police Department, answering phones, and dispatching calls to the police officers.
- Administration Support
Appointment
Administration support shall be appointed by the Chief of Police and shall report to his immediate supervisor.
General Duties and Responsibilities
The duties and responsibilities vary by position but include the following:
- Accreditation Manager – Accreditation
- Business Officer – Department budget, payroll, purchasing, and personnel
- Clery Compliance Officer – Clery compliance and web design
- Evidence Technician – Maintain department property and evidence.
- IT Support – Departmental computer equipment: including but not limited to ordering and upkeep of all computers and cameras used by the department, User Accounts and Access Control.
- Logistics Officer – Fleet maintenance, department equipment: including but not limited to ordering and upkeep of all law enforcement equipment.
- Records Clerk – Maintain department records
- Job Description Review
UNCG Police Department requires a documented review of job descriptions of all employees every four years, ensuring job descriptions are current and made available to all personnel.
