General Order 1-4.4
Uniform Dress Code and Equipment Issuance
Uniform and Equipment Authorization
Uniformed personnel may not use any equipment that does not conform to departmental policy. All equipment will be worn, carried, and/or used only as issued and authorized by the department. No changes, alterations, modifications or substitutions shall be made to any equipment unless prior approval is obtained in writing from the Chief of Police or designee. Non-issued equipment must be approved by the Chief of Police or designee before it may be used. Individual employees are responsible for keeping all uniforms and articles clean and in good repair. The Logistics Officer will be responsible for all uniform issuance to all employees of the UNCG Police Department.
Wearing of Uniform
The official department uniform, in whole or part, may not be worn by employees while under suspension, or off duty, except in transit to or from an official work assignment. Patrol officers will wear a uniform while on duty unless plain clothes are authorized.
Uniform Issuance
All employees will receive the issuance of appropriate uniforms and equipment as it relates to their specific job duties. A current list of required uniform issuance will be maintained by the Logistics Officer.
Reissuing of Damaged, Worn, or Missing Items
Equipment reissue will only be made if an item shows excessive wear or irreparable damage, or has been lost or stolen. Employees are responsible for replacing lost or stolen items if the loss is caused by the employee's negligence. Otherwise, the requesting employee must present the items they would like replaced to their immediate supervisor. If the supervisor agrees with the employee, the request will be forwarded to the Logistics Officer and the supervisor. The supervisor will then confirm the need for replacement and forward the request to the commander. Dependent upon the availability of funding, the order will then be placed and picked up by the Logistics Officer. At no time should an officer order or pickup any equipment without the approval from the commander. The requesting officer must turn in the worn or damaged item for disposal.
The department reserves the right to determine if replacement or alteration of uniform items is the most appropriate action. If alteration will make the uniform item serviceable, the department will pay the cost of alteration.
Required Equipment Items
The following equipment items will be carried by all uniformed patrol officers below the rank of lieutenant:
Approved handgun
Spare magazines
Ammunition
At least one of the following: Chemical Agents or Taser or ASP Baton
Handcuffs
Handcuff key
Latex gloves
Black ballpoint pen
Officers of the rank of lieutenant and above may modify the wearing of equipment while in uniform based on the type of assigned duties. However, the handgun, badge, and handcuffs must be worn at all times while in uniform.
Body Armor
The UNCG Police Department requires the issuance, wearing, and use of a ballistic vest by all of its sworn employees. While in uniform and functioning in a patrol capacity, all officers will wear their ballistic vest. All non-uniformed officers must have the ballistic vest available while on duty. All officers are required to wear their issued ballistic vest when participating in the execution of a search or arrest warrants, execution of high-risk tactics, when conducting surveillance where arrests are likely, and in other potentially high-risk situations.
In addition to the standard ballistic vest, all sworn employees will be issued body armor that is designed to protect against high velocity ammunition and ballistic headgear to provide additional protection for the officer. This equipment must be maintained and accessible while the officer is on duty; however, will only be worn when, in the officer's opinion, additional protection is necessary.
Wearing of Headgear
The standard hat for the department is the issued baseball style hat. The wearing of the hat is optional except during special events as directed in the event operational plan. The formal dress-style hat may be worn during formal ceremonies or at any time while the employee is wearing a Class A uniform.
When worn, the dress uniform hat will be worn so that the braid band establishes a straight line around the head parallel to the ground. The bottom of the visor should be approximately ½ inch above the eye level of the wearer.
Shirts and Socks
All buttons, except the collar button on short sleeve shirts, will be buttoned at all times. Undershirts may be worn; however, if they show at the collar, they must be black or navy in color. It is acceptable to carry necessary personal items and writing implements in the shirt pockets, as long as such items do not protrude from the pockets.
Socks worn with the uniform will be navy or black in color.
Shirt Accessories
The issued badge will be attached to the shirt on the left side of the chest. The nameplate must be worn on the regular uniform shirt. Alternate badge and name plate may be worn on additional authorized uniforms.
All award bars and insignia should be worn at all times on the uniform. The bar will be worn centered ½ inch above the nameplate above the right pocket. The bar with the highest honor will be worn on top or nearest to the heart. An oak leaf cluster attachment will denote the award being presented any subsequent time and will be affixed to the bar and centered.
The Pistol Expert or Pistol Master Medals will be worn on the officer's regular uniform, centered ½ inch below the name plate on the right pocket.
Any officer authorized to wear a special unit insignia may wear the insignia centered on the left breast shirt pocket flap. The Chief of Police must approve the wearing of any type of medal, ribbons or service pins.
Mobile Data Terminals
Patrol officers are assigned a Mobile Data Terminal (MDT) that is to be operated in accordance with all applicable Federal, State, and local laws; software manufacturer licensing agreements; and UNCG guidelines and directives. The MDT is provided for the purpose of conducting official work-related business. All information stored within a UNCG Police owned laptop is subject to inspection and may be audited at any time. Refer to the Computer Use Section of the General Orders Manual for acceptable use of the MDT.
Rank Insignia
The police officer II, master police officer, and sergeant rank insignia will be worn on the shirt sleeves. The police officer II, master police officer, and sergeant rank will be designated by the appropriate chevrons to be worn on the uniform sleeve, ½ inch below and centered on the shoulder patch on the left sleeve, and in the corresponding space on the right sleeve.
Rank insignia for lieutenant and captain will be worn centered on each collar approximately 1½ inch from the collar point toward the neck seam, with the insignia's bottom edge ½ inch from the bottom of the collar. When wearing a uniform jacket, an insignia will also be worn on the shoulder loop, one inch from and parallel with the end seam of the shoulder loop. The rank insignia for Chief and Assistant Chief will be worn the same as the bars for lieutenant and captain.
Administrative and Investigative Personnel Clothing
Administrative and investigative personnel, and police officers assigned to special activities who are authorized to wear civilian clothing, must wear business attire, such as a coat and tie, or business casual, such as a knit shirt and dress/tactical trousers, as dictated by weather or assignment. There will be no bare feet, tank tops, shorts, or torn T-shirts. Clean blue jeans in good repair are acceptable for non-uniformed personnel. Attire should not be conspicuous or loud and jewelry should be kept to a minimum.
Auxiliary Units
Auxiliary Units (e.g. Bike Patrol, Canine, Security, etc.) not mentioned should follow the uniform specifications designated by that unit's directives.
