General Order 2-1.1 Patrol Organization and Administration
  1. Continuous Patrol

    The UNCG Police Department provides 24 hour a day, 7 day a week, year round coverage.
  2. Patrol Schedule and Zone Assignments

    Uniformed police officers are assigned to squads. The schedule is a 12 hour, permanent shift, beginning at 0615 or 1815 each day. The squads are to be designated as A, B, C, and D squads. A and B squads are assigned to the day shift from 0615 until 1830. C and D squads are assigned to the night shift from 1815 until 0630. Squad assignments are based on operational needs of the department.

    Officers requesting a change of shift assignment must submit a written memo to their Commander stating the reason for the requested transfer. In any case, the department may assign officers according to its needs regardless of preference or seniority.

    Shift Rotation

    Schedule rotations are as follows:

    A and D Squads:   B and C Squads:

    K-9 units and slide shift employees are assigned to each squad rotation and shall report for duty at 1500 hours. Schedules may be adjusted for operational needs, special assignments, and special events.

    Zone Assignments

    Assignment of zones (primary patrol areas) is the responsibility of the shift supervisor. Assignments will be based on the following criteria:
    • The number of calls for service,
    • The number of offenses and incidents,
    • The number of sensitive areas in a building,
    • The type of activities in progress,
    • Available personnel, and
    • Other perceived needs of the community.
    The University is divided into three zones and whenever possible and manpower permitting an officer should be assigned to each zone. The officer’s primary responsibility is to check out on building walk-throughs and patrol parking lots in the assigned zone.

    Zone 1 – Campus property South of Spring Garden Street to Haywood Street and any property East to Tate Street and West to Josephine Boyd Street.

    Zone 2 – Campus property North of Spring Garden Street to Friendly Avenue between Josephine Boyd Street and West of Forest Street, the Fountain Area, and Gray Drive.

    Zone 3 – Campus property North of Spring Garden Street to Friendly Avenue between Tate Street and East of Forest Street, the Fountain Area, and Gray Drive.

    The shift supervisor should rotate zone assignments on a daily or weekly basis. This allows for officers to become familiar with all parts of campus and ensures impartiality in assignments.
  3. Pre-Shift Briefing

    The dual squad pre-shift briefing at the beginning of each shift is designed to pass information between the employees of the previous shifts to the oncoming shift. Employees shall report to duty 15 minutes prior to the beginning of their assigned shifts at 0615 and 1815 hours to prepare their vehicles and equipment, and attend the briefing. Employees from both squads shall assemble at 0620 and 1820 hours for the briefings. K-9 units and slide shift employees shall report for the shift briefings at 1820 hours. The shift supervisor is responsible for conducting the shift briefing.

    Briefing will consist of the following components:
    • Completed in an expeditious manner in order to clear employees to begin their duties, and allow the outgoing squad to end their shift;
    • Employees are required to be present, available for immediate assignment, and attentive during briefings;
    • Daily patrol activities with an emphasis on significant incidents which are ongoing or occurred on previous shift's, directed patrols, events, BOLOs, and other major investigations in progress;
    • Notifying employees of daily assignments and changes in schedules or duties;
    • In an effort to enhance relationships and maintain open lines of communications with patrol officers, as well as to provide for the exchange of information, personnel from other areas are urged to periodically attend shift briefings, and
    • The volume of calls for service may alter the length of the briefing.
    All work time will be documented on the employee’s time sheet. Time sheets should be updated weekly and supervisors will make adjustments as needed. If extenuating circumstances prevent employees from off-setting this time, it will be paid at an overtime rate.
