Interview Rooms
Designated Interview Rooms
Designated interview/interrogation rooms are available that are intended specifically for questioning witnesses and suspects in ongoing investigations. Room 124-A is designated as Interview 1, Room 124-B is designated as Interview 2, and Room 124-E is designated as Interview 3. Interview 1 and 2 are located in the Processing Room in the police building and are intended for custodial interviews. Interview 3 is located in the Investigations Suite of the police building and is intended for victim/witness interviews and non-custodial suspect interviews. Whenever practical, officers shall use the designated room(s) to conduct interviews/interrogations in conjunction with their intended purpose.
Weapons Control
Before entering the processing and detention area, interviewing officers will secure their firearms. Officers may secure their weapons in their vehicle trunk, in a firearm storage locker located adjacent to the processing area, or in an office if an officer has an assigned office space. To this end, the weapon will remain in the locker until the interview and prisoner processing is completed.
Security Concerns
A proper search of anyone in custody should be conducted at the time of the arrest. In instances of a suspect interview prior to an arrest, the officer must conduct a pat down before beginning the interview. In the event a suspect is left unattended in an interview room, the officer must activate the video recording and monitoring system. In addition, the interview room will be searched before and after each interview in an effort to enhance officer safety.
Ideally, there should be an additional officer to monitor the interview and assist as needed. However, one officer may conduct interviews. Depending on the circumstances and the officer's discretion, more than one officer may be necessary for any interview/interrogation.
Panic Button Intercoms
If circumstances arise and assistance is needed by the interviewer(s), a panic button intercom will be available to the officer to call for immediate help. Communications will monitor all panic button intercoms and dispatch appropriate assistance as needed.
Room Configuration
Interview/interrogation rooms will be equipped with a table and chairs arranged in such a manner that allows for control of the suspect, easy access to the panic button intercom, and proper use of the video recording equipment. Combative prisoners can be secured to the bench bar in the processing area just outside the hard interview and intox rooms.
Video Recording
G.S. §15A-211(d) requires any law enforcement officer conducting a custodial interrogation involving specific crimes or a juvenile to make an electronic recording of the interrogation in its entirety.
As required by the "Interviews, Interrogations and Identifications" section of this manual, all officers will use the department's interview room video system for the purposes of conducting interviews and recording statements or confessions.
Water and Restroom Breaks
Should the suspect need to use the restroom, ask for water, or need to take a break, the interviewer should be cognizant of these events and have adequate assistance to fulfill these requests. Additional officers may reassigned from other duties to assist with these request.
