Criminal Investigation Administration
Criminal Investigations Unit
The Criminal Investigations Unit (CIU) is responsible for the investigation of all crimes committed against the University, its properties, employees, students, or any person visiting or conducting business on University property that require time and expertise beyond preliminary investigation. The investigation of crimes includes the gathering of information and evidence that will aid in identifying and apprehending all known offenders involved and includes bringing the case to a successful resolution in the appropriate venue.
The investigations unit is under the direction of the Support Services Commander. The investigations unit is responsible for the investigation and follow-up of the following offenses and special operations.
All Part I Offenses, except criminal homicide, as established by the Agreement for Police Cooperation and Jurisdiction with the Greensboro Police Department. Incidents that may result in death may be worked jointly as applicable.
All Part II Offenses
Assist other law enforcement agencies with investigations at the discretion of the Support Services Commander.

Internal Affairs only pertaining to criminal charges
The preliminary investigation of most reported crimes is the responsibility of the uniformed officer responding to the call. The uniformed officers will conduct the preliminary and follow-up investigation of crimes that do not require extensive follow-up at the time of the incident. Examples of this would be misdemeanor offenses where the offender is apprehended on view and felony cases that would not require the expertise of an officer designated as a detective. In some of these cases, a detective may assist a uniformed officer in interviewing, collecting evidence, and completing the necessary documentation.
Scheduling of Criminal Investigations Personnel
The normal hours of operations for CIU will be Monday through Friday from 0800/1000 hours until 1600/1800 hours. This schedule may be changed at the discretion of the Support Services Commander. The "On-Call" assignment schedule will be used outside of the normal hours of operation including all holidays and weekends.
Detectives assigned to this unit will have overtime approved before working any additional time.
Detectives will take holidays designated by the University, unless approved by the commander.
Criminal Investigations Call-Out Procedures
An "On-Call" assignment of detectives will be maintained on the support services calendar. It will be the responsibility of the Support Services Commander to maintain the on-call list of detectives to respond after normal hours of operation including holidays and weekends. Detectives who are on call must have a way to communicate at all times. It will be the responsibility of the on-call detective to ensure that their name and contact information is noted in communications to facilitate a call out.
The following call-out procedures will be used for detectives.
Whenever the assistance of an on-call detective is needed, the requesting officer is to notify the shift supervisor. The shift supervisor will then have Communications contact the on-call detective. If the detective on call cannot be reached, Communications will contact the Support Services Commander. If the commander cannot be reached the Assistant Chief of Police should be contacted. If contact cannot be made with the Assistant Chief, the next detective on the list should be called.
The detective who is contacted will evaluate the information and determine if it is necessary to respond or provide appropriate instructions to the shift supervisor.
If the detective determines that further assistance is required, they will respond immediately and notify the Support Services Commander of the call-out.
The on-call detective must be ready to respond when called out. While on call, the detective will not consume alcoholic beverages.
If the on-call detective is sick and cannot respond to a call-out, they must notify the Support Services Commander.
Tour of Duty Procedures
Each detective will check on duty by radio, telephone, or in person when they arrives on campus and check off at the end of their tour of duty. Officers assigned to CIU will maintain communication via radio or cell phone with Communications at all times while on duty. When a detective finds it impossible or impractical to maintain radio or cell phone contact as the result of an investigation, they will notify Communications or an immediate supervisor of the circumstances, location, and the approximate amount of time the detective will be out of contact.
Temporary Assignment of Patrol Officers
Field operations personnel may be assigned temporarily to CIU with the approval of the Field Operations and Support Services Commanders. The purpose of this temporary assignment will be to benefit the department as well as enhance the career development of the officer.
Field operations officers will maintain their regular duty schedule when working in the investigations unit unless approved otherwise. At no time will the temporary assignment to the investigations unit interfere with the field operations officer's regular schedule unless approved by the Field Operations Commander. Cases assigned to an officer working in the investigations unit will not be investigated during the officer's regularly assigned field operations shift unless approved by the Field Operations Commander or shift supervisor.
Criminal Investigations Personnel Attire
All detectives are issued uniforms and are given an initial clothing allowance when assigned to the unit. Items are then purchased on an as needed bases as determined by the unit commander. Detectives will ensure that they maintain a neat and clean appearance. As they are often asked to complete assignments in plain clothes with an attempt to "blend in" with others, detectives may modify their dress to accomplish this task. A more formal apparel will be required in the following situations:
Court and University hearings,
Meetings and conferences, or
When requested by the Support Services Commander.
At times detectives will be required to wear their uniforms.
Radio Use and Maintenance
Each detective is assigned a hand-held radio and will be responsible for ensuring that the radio is properly charged and in working order. Radios that are damaged or in need of repair should be reported promptly to an immediate supervisor. A report will be completed on the nature of the problem by the detective and given to the Support Services Commander.
Departmental Issued Firearms
Officers assigned to CIU will conform to the requirements as specified in the "Weapons" section of this manual for the utilization of a departmental issued firearm or personal firearm. Detectives will have their firearm readily available while on duty and working in the office. All detectives will possess a badge and departmental identification while on duty and carrying a concealed firearm with them except for decoy or undercover operations.
Criminal Investigations Vehicles
CIU is assigned the use of specific vehicles. It will be the responsibility of all investigations personnel to ensure:
That the fluid levels of the vehicle are maintained and that assigned equipment is in the vehicle and in working or satisfactory condition. Any damaged, missing equipment, defects, or malfunctions should be immediately reported to the Support Services Commander. A report shall be completed by the detective noting the deficiency or need of repair and submitted to the unit commander.
That the vehicle will maintain a good appearance and image. Vehicle interiors are to be inspected for debris, loose objects, and unauthorized equipment. If the vehicle needs washing and/or the interior needs cleaning, the Support Services Commander shall be notified and will authorize the vehicle to be taken for cleaning or will require a detective to clean the vehicle.
The on-call detective will be allowed to take an investigations vehicle home if one is available and the vehicle has adequate mileage left for the month. That detective will be responsible for ensuring that the vehicle is clean. At anytime the Support Services Commander may suspend the use of a take home vehicle while on call.
Investigative Task Force Assignments
Task force activities are conducted at the direction of the Chief of Police or designee. The department may participate in other task forces from time to time, as necessary or appropriate to provide the most effective police services.
All task force activities are planned and written agreements entered with other agencies prior to implementation of task force operations. Guidelines for task force operations include:
Identifying the problem or issues leading to the creation of the task force,
Formulating a plan to improve the problem and/or address the issues,
Defining the authority and responsibility of each participating agency and its members,
Establishing accountability,
Identifying available resources, and
Evaluating task force results and the continued necessity for the task force.
When members of this department are operating under the direction and supervision of another agency, they will keep the UNCG Police Command Staff informed of their activities through the chain of command.
Task force members will continue to abide by the rules and regulations of this department.
The commitment of department resources to a task force will in no way restrict the delivery of police services to the UNCG community.
