The function of Communications is to satisfy the immediate needs of UNCG Police in effectively serving the public. Communications conveys information from the public to appropriate personnel through telecommunicators stationed in the Communications Center. The UNCG Police Department's primary source of communication is through two-way radio over the county radio system.
Communications is a key component of the UNCG Police Department and staffed by three shifts: day shift (two telecommunicators), night shift (two telecommunicators), and slide shift (one telecommunicator). Minimum staffing for the Communications Center is one telecommunicator. All Communications personnel are under the command of the
Communications Supervisor who reports directly to the Support Services
Commander.
- Operations of the Communications Center
The UNCG Police Department Communications Center Training Manual is the written directive establishing procedures for performing telephone, radio, and automated data communications. Telecommunicators have access to this manual at all times.
The department provides 24-hour telephone access to the Communications Center through a published, non-emergency telephone number. Calls received to the main incoming telephone number are rolled over to a sequence of additional lines when the listed number is busy. LiveSafe and online reports are additional reporting methods monitored by Communications.
The Communications Center works in conjunction with Relay North Carolina through the 711 Emergency number. 711 is a statewide telephone relay number that connects standard (voice) telephone users with deaf, hard of hearing and/or speech-disabled people who use text telephone (TTY/ TDD or language line).
The Communications Center has 24-hour two-way radio capability providing continuous communication with the police officers on duty by use of the Greensboro-Guilford 800 MHz radio system. This radio system provides interoperability to multiple public service agencies, such as Greensboro Fire Department, Guilford County EMS, and Guilford County Emergency Management. All UNCG Police radio operations are conducted in accordance with Federal Communications Commission (FCC) rules and regulations, procedures, and requirements. All FCC licensing is maintained in the Communications Center.
- Telecommunicator Responsibilities
Telecommunicators are a vital link between citizens and field personnel and must exhibit attention to detail to ensure the safety of the responding units and personnel. Telecommunicator responsibilities include:
- Share critical information, and request appropriate responses, from/to multiple sources/resources within acceptable timeframes
- Analyze situations quickly, making sound decisions in emergency and routine situations
- Proficiently operate Communications systems and databases
- Simultaneous operations and prompt, efficient and accurate receiving, dispatching and processing of calls.
- Complete the following online training provided by FEMA: National Incident Management System (NIMS IS-700) and Incident Command System (ICS-100).
A detailed telecommunicator job description will be maintained in the Communications Center Training Manual and kept available to all Communications personnel. Telecommunicators will be held responsible for the guides outlined in the manual, the call guidelines, and department directives.
