General Order 4-1.9 Communication Center Security
It is important that the public have access to Communications in both emergency and non-emergency situations. The capability to maintain communication in all situations dictates that security measures be implemented to protect communications personnel, facilities, and equipment, back-up power sources, transmission lines, and antennas. Therefore, the UNCG Police Department shall adhere to the following security measures and procedures.
  1. Measures for Limiting Access

    The Communications Center is a restricted access area and must be secure at all times. Authorized persons who enter the Communications Center shall leave promptly upon completion of business.
  2. Measure for Protecting Equipment

    The Communications Center is located on the 1st floor of the police department building. Access to the center is via swipe card only. The doors to the Communications Center are to remain locked at all times. Security systems, cameras, and alarms monitor the building and grounds at all times. The Communications Center shall be equipped with viewers to display the camera images. All alarm systems throughout the building shall be monitored by Communications. Should an alarm become activated, the activation shall be indicated in the Communications Center.
  3. Measures for Providing and Securing Backup Resources

    The UNCG Police Department alternate power source generator is automatically activated as a backup resource in the event regular power sources are disabled. The generator is located behind the police building and is physically protected from tampering or vandalism by enclosed housing with locked access panels.

    In the event of a primary power failure, emergency power for the Communications Center critical load is supplied by the uninterrupted power source (UPS), until the emergency generator comes on-line and assumes the load. The generator is tested monthly, with a full load test completed annually. This is an automatic operation and requires no action from the telecommunicator.

    An annunciator located within the Communications Center alerts personnel to the testing of the generator.
  4. Separating Emergency/Non-Emergency Calls

    The emergency telephone number for the UNCG Police Department is 336-334-4444. This number shall not be used for incoming administrative or outgoing telephone calls.

    The Communications Center maintains emergency telephone lines to facilitate contact from all citizens within its jurisdiction. The Communications Center maintains separate phone lines for administrative and non-emergency use. The phone lines coming into the Communications Center are on a rotary system. If the primary line is busy, the call automatically switches to the next available line. This feature ensures that incoming calls do not receive a busy signal.
  5. Multi-Channel Capabilities

    All radio equipment has multi-channel capabilities with one primary channel for use by police personnel and three additional channels for talk around and special operations.

    In order to provide the proper coordination and deployment of resources in times of emergencies such as riots, fires, and natural disasters, the UNCG Police Department's mobile and portable radio equipment has operational capability for two-way communications with other law enforcement agencies through a trunked radio system and patch-through capability with other public service organizations.
  6. Evacuation Procedures for Communications Center

    In the event of a confirmed threat to the UNCG Police Department Building, all personnel will be evacuated. Communications personnel shall relocate to the North Carolina A&T State University (A&T) Police Communications Center. The following procedures will be followed during the evacuation.
    • Upon notification of a confirmed emergency that warrants evacuation, Communications personnel will notify A&T Police Communications and advise that the UNCG Police Communications Center is evacuating. UNCG Police Communications will forward the emergency and non-emergency lines to A&T Police Communications.
    • Log off all computers before leaving and inform the on-duty supervisor that Communications personnel are leaving the building.
    • Send out an alert on all channels to field units advising that Communications personnel are relocating to the backup Communications Center.
    • For bomb threats, the Chief of Police or shift supervisor will assume command and control and are authorized to issue the ALL CLEAR command.
